About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Serves as the Small Business Specialist in the Command's Office of Small Business Programs (OSBP). Promotes small business and small disadvantaged business opportunities. Maintains liaison with technical and procurement personnel to acquire an advanced awareness of occupational expertise required for future acquisitions. Search for qualified firms by actively participating in procurement information meetings, business opportunity meetings, clinics, symposia, etc., to ascertain what products or services are offered by Industry. Work directly with contracting and mission partners providing small business participation advice and information on market research, acquisition plans, and acquisition strategy documents. Reviews, analyze and process small business coordination records and subcontracting plans ensuring conformance with small business regulatory guidance. Establishes, develops, and maintains effective working relationships with mission partners, contracting, representatives from SBA, DCMA, and industry. Advise prospective small businesses in all socio-economic categories of policies, procedures, and directives requiring adherence for government business. Serves as the focal point for inquiries, provides advice, resolves complaints, and refers to Small Business Administration personnel, as appropriate. Assists small and small disadvantaged business firms rejected for awards due to non-responsiveness or non-responsibility in understanding the requirements and reiterates procedure for qualification for future awards. Conduct surveillance of the acquisition program by monitoring data for method coding, procurement work directive requirements, specifications for standards of responsibility, basis for sole source justifications, and history of items being purchased. Analyzes market information, comprehensively reviews sole source justifications and consolidated requirements for potential bundling and agrees/disputes the procurement. Coordinates with mission partner and contracting POCs to ensure a fair proportion of contracts are set-aside for the small business program in accordance with the Small Business Act and that equal opportunity is afforded. Assist in the management of OSBP-APG business operations and outreach functions. Interpret intent of statutes, DOD and DA policies and guidance, provides staff level advice and assistance to the Command, contracting, and mission partners. Develops, revises, and assures appropriate distribution of internal policies and procedures for operational use in accordance with regulatory guidance. Prepare and present small business training to contracting and mission partners. Monitors legislative actions concerning small business programs and evaluates the impact of proposed legislation; provide recommendations on actions to mitigate impact or challenge legislation. Develops and analyzes reports for management use in evaluating program effectiveness and projecting future trends. Actively participates in technical assistance procurement workshops, conferences, panel discussions, seminars with the DoD, Small Business Administration, local and state officials, industry representatives (prime and subcontractors) and academia. Routinely meets with and provides guidance to prospective and current small business contractors, and local small business community personnel in person, telephonically, and/or electronically. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) Reviewing contract documents for compliance and completeness with all regulations and policies; 2) Conducting market research to provide timely acquisition plan/service acquisition strategy reviews on small business matters for regulatory compliance, clarity and completeness; 3) Participating at conferences, seminars, and other outreach events to address contract vendor inquires and to promote acquisition forecasted opportunities; and 4) Performing Small Business Program duties which may include advising mission partners of small business achievements, aiding in determining acquisition strategies, meeting small business participation goals and/or advising throughout the acquisition process to ensure procurement fairness in acquisition opportunities were maximized for small business. In addition to meeting the experience requirement above, applicants must also possess the following basic education requirement: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You MUST submit a copy of your transcripts. NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
