The University at Albany Office of Human Resources seeks a Manager of Payroll Services (Staff Associate) to join our administration team in Albany, NY. The Manager of Payroll Services will provide timely payroll administration and support services to the University at Albany faculty, staff, and student employees while serving as a key leader within the Office of Human Resources.

The position reports to the Associate Director for HR Operations. It will include overseeing and supervising the processing of payroll, administering pay policies, time records, and all aspects of the calendar and fiscal year payroll activities for approximately 5,500 University employees. The manager ensures that payroll services are consistent and compliant with local, state, and federal laws and regulations.

Essential Functions

Under the general direction of the Associate Director for HR Operations, manages and leads a payroll team that effectively administers payroll and time and attendance administration to approximately 5,500 University employees as required by law, established policies, and/or negotiated agreements.

Supervision and Leadership:

Responsible for effectively utilizing assigned staff to carry out the responsibilities of the payroll office and to provide exceptional service to the University community.

  • Responsible for the effective management of the payroll office and assigned staff, including, but not limited to, leading, managing, supervising, and developing employees in a manner most appropriate to each individual and consistent with respective Bargaining Agreements and University policies and procedures. Collaborate appropriately to resolve and address issues or concerns regarding employee performance, misconduct, or other personnel-related concerns.

  • Responsible for hiring and/or recommending promotion, renewal, or permanent appointments as appropriate. Develop and discuss performance programs and conduct performance evaluations in a timely manner consistent with the employee's respective Bargaining Agreement and University policy and procedure.

    Payroll:

    Responsible for the accurate and efficient processing of all State employee payrolls for the University, utilizing multiple platforms for processing, including but not limited to SUNY HR and PayServ.

  • Develop and modify effective systems of checks and balances consistent with all appropriate University, local, state, and/or federal rules, regulations, and/or laws to ensure efficient payroll processing, review, and corrections.

  • Maintain a working knowledge of SUNY HR's 'employment' to best support process improvement for 'payroll' transitions, reconciliations, and approvals.

  • Maintain an appropriate presence on the web of useful payroll and time and attendance related information and forms.

  • Collaborate with Human Resources and other departments regarding the appointment and pay rate processes for returning part-time academics for the beginning of the Fall and Spring semesters. Participate in collaborative efforts to improve cross-functional processes as needed and as opportunities arise.

  • Communicate and implement all SUNY HR and other payroll-related announcements/updates from SUNY System Administration and OSC.

  • Anticipate, plan, and communicate appropriate payroll-related information to employees in a timely manner and, in most circumstances, prior to significant changes impacting employees.

  • Correspond with employees regarding overpayments and underpayments. Work with OSC, Civil Service, SUNY Central, and the affected employee to determine appropriate rectification schedules.

  • Work with exiting employees to assist with understanding and use of various accruals as they exit from state service or transfer to another state agency.

  • Review salary history of reappointments and new hires.

  • Calculate for accuracy all demotion and promotional salaries and increment codes for classified staff.

  • Calculate retroactive payments for late appointments (tardy paperwork) and retroactive salary raises.

  • Serve as backup for international taxation management.

Time and Attendance:

Responsible for the accurate and efficient processing of all employee time and attendance records through SUNY's Time and Attendance System (TAS) or hard copy for the University.

  • Effectively and timely manage the employee work roster in TAS to set up and launch each employee's TAS record.

  • Maintain and distribute effective instructional resources on how to use TAS.

  • Conduct appropriate TAS training for new hires, new supervisors, and employees who have changed roles or need extra assistance.

  • Establish and maintain effective communication and systems of checks and balances to ensure timely and accurate time and attendance records submissions. Report excessive errors and/or untimely records to the supervisors or to HR management as appropriate.

  • Generate appropriate reporting through SUNY HR to enable timely processing of payroll activities associated with accrual usage.

  • -Foster effective communications between departments and the Payroll Office regarding sensitive and timely payroll issues (e.g., Submissions of timesheets)

Functional and Supervisory Relationships:

  • Reports to the Associate Director for HR operations.

  • Supervises a team of five payroll positions and occasional student or other temp positions.

  • Works closely with the HR Operations Team and other HR colleagues.

  • Work closely with staff at SUNY System Administration and NYS's Office of the State Comptroller (OSC).

  • Ability to provide payroll information and assist employees, managers, auditors, and external agencies as needed.

  • Ability to research and resolve any payroll issues or discrepancies promptly and professionally.

    Job Requirements:

Minimum Qualifications:

  • Bachelor's degree from an accredited institution with a minimum 5 years of work experience in Human Resources, Payroll, or related field and work. In lieu of a degree, a minimum of 10 years of progressive experience in Payroll, Human Resources, or high-level office management may be substituted.

  • Demonstrated experience leading and/or supervising staff.

  • Experience with the development and communication of new processes.

  • Experience managing and meeting regular individual and team deadlines.

Preferred Qualifications:

  • Experience with SUNY HR and/or PayServ, highly preferred.

  • Experience in NYS public employment.

  • Experience working in higher education.

  • Experience working in a unionized environment.

  • Certification as a payroll professional (CPP).

  • Experience writing queries and managing data.

  • Experience working in a front facing environment of excellent customer service.
