Senior Logistics Manager - TS/SCI

KBR is seeking a Senior Logistics Manager for our Columbia, MD office. The manager will report to the Program Manager and will supervise and direct logistic activities/personnel and/or provides logistic support services by performing a broad array of assignments, related to the procurement, receipt, storage, shipment, and disposition of materials, in a variety of areas such as inventory management, warehousing, material control, property management, transportation activities, technical documentation and other duties associated with material life cycle support on government contracts.

Job Duties:

  • Knowledge of government procedures relating to property, federal acquisition regulations and government regulations relating to import export control.

  • Knowledge in hazardous material handling requirements, both domestic and international as well as shipping regulations for non-hazmat material utilizing both commercial and government channels.

  • Develops and manages program processes associated with property accountability, issue, acquisition, storage, and disposition.

  • Performs inventories, audits of systems and processes to ensure subordinates are adhering to requirements.

  • Coordinates with government personnel and acts as central point of contact for annual property audits, and monthly property submissions.

  • Acts as primary property POC for program responsible for maintaining complete and accurate property accounting records covering the receipt, transfer, and current location of all government property on contract.

  • Directs and coordinates the work of lower Logistics personnel on program to assure maximum efficiencies of group activities.

  • Will supervise a high-performance work team of 2-5 individuals located at different locations.

  • Responsible for ensuring property control activities, and accountability of government property, follow policy and FAR Part 45 property and FAR 52.245-1 regulations

  • Responsible for ensuring that all reports due to the customer regarding the program's accountable property comply and submitted on-time

  • Ongoing tracking, management and reporting of the program's contractor acquired property (CAP)

  • Accountable for procurement policies; manage purchases requisitions

  • Ensures assets are managed throughout their life cycle

  • Responsible to track shipments, utilizing receiving/transporting systems

  • Coordinates delivery of shipments to various customers and other destinations

  • Utilizes established business tools and metrics to ensure operational vitality

  • Supports internal contractor self-assessments to identify non-compliances and implement corrective actions

  • Acts as the program Logistics lead interface regarding the Logistics Operations for cradle to grave support. (Receipt, Storage, Disposal)

  • Communicates with customers, and company management on topics that relate to Asset/Material Management

  • Communicates effectively; leads and supports team to complete daily task requirements to achieve overall goals

  • Collaborates and supports production planning, production, quality, warehouse, and shipping associates to effectively complete tasks within scheduled timelines.

  • Maintains inventory/logistics procedures to ensure compliance to internal and contractual requirements

  • Arranges for property turn in (PTI) when required and maintains appropriate documentation for audit trail

    Minimum Qualifications:

  • Must be a US citizen and have an active TS/SCI clearance with the ability to obtain TS/SCI Full Scope clearance as part of job assignment

  • Excellent verbal & written communications skills and organization skills are required

  • Experience interfacing with multiple vendors to process critical customer transport, excellent computer (proficiency in Microsoft Excel and Microsoft Word) and office management skills, the ability to manage multiple priorities, strong analytical skills, a team-work oriented approach to responsibilities and a consistently excellent attendance record

  • Bachelor’s degree with 10 or more years of progressive experience in Government Property/Asset Management or related field, 3 years of which should be in management. In lieu of formal education 15 years directly related experience in logistics operations.

  • Possesses strong leadership and communication skills, ability to train, and develop logistics team

  • Understanding of Government Property administration principles, theories, and concepts as well as a solid working knowledge of FAR 52.245-1, 45, and DFARS 245.6, 252.245-7003 and other applicable FAR, DFARS, DoD regulations

  • Familiarity with Asset Management Systems

Desired Qualifications:

  • Clearance: Active TS/SCI with FS Poly

  • Current Certification as a Professional Property Manager (CPPM)
