Department Information

Applications will be considered from residents and non-residents of Colorado.

If selected, you must be able to physically work in our Denver office.

  • This is a temporary position that is limited to a maximum of 9 months, with no benefits other than sick leave. Temporary employees accrue one hour of sick leave for every 30 hours worked, capped at 48 hours.

  • This position is not covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The Office of Financial Management and Budget (OFMB) within the Division of Accounting and Finance (DAF) is responsible for the overall financial management of CDOT. OFMB forecasts revenue and cash; develops and manages the budget for all CDOT organizations, programs, and Federal-aid projects; analyzes pending legislation for potential fiscal impacts; develops and submits the legislative budget; helps manage the debt of CDOT and the Enterprises; manages spending authority in the Colorado Operations Resource Engine (CORE); manages the CO State Infrastructure Bank (SIB) Program; provides ad hoc financial analysis; and develops the CDOT budgetary forms and procedures. Information developed by OFMB is utilized by the Executive Management Team (EMT), the Transportation Commission (TC), the Governor's Office, the Office of State Planning and Budgeting (OSPB), the Joint Budget Committee (JBC), the Legislative Council, legislative committees, the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), Local governments, and the general public.

About the Position

The purpose of this internship will be to provide meaningful professional training and experience while assisting OFMB staff in the performance of duties associated with the development and execution of the CDOT budget. OFMB interns receive basic training appropriate for entry-level budget analysts as well as more focused training as needed for special projects and specific tasks.

Major duties and responsibilities include, but are not limited to:

  • Annual Budget Development and Execution.

  • Learn about and participate in the development and execution of the CDOT annual budget.

  • Work with staff in various program areas to learn about and assist with program operations.

  • Attend relevant meetings to stay apprised of current events and issues as they relate to the CDOT Budget.

  • Assist staff in addressing problems as they arise in the budget development process.

  • Process Documentation and Improvement.

  • Assist the team with drafting documentation and presentation of budget-related materials.

  • Assist the team in process improvement efforts.

  • Take initiative in developing and improving standard operating procedures with appropriate guidance and supervision.

  • Data and Reporting

  • Learn to use SAP transaction codes related to data and reporting.

  • Develop knowledge and expertise regarding various CDOT budget data sources.

  • Develop advanced skills in the use of data and reporting applications such as Excel, Google Sheets, Looker Studio, Power BI, Business Objects and other appropriate applications.

  • Assist in the development and updating of reports and reporting dashboards.

  • Support Staff in Duties Related to Budget Management.

  • Assist the team in responding to budget-related requests from OFMB customers.

  • Respond to staff requests for assistance in analysis and reporting.

  • Work with the Intern Program Manager to develop an appropriate level of working knowledge various software applications used by OFMB such as SAP and OpenGov.

  • Understand and be able to apply state and federal requirements regarding accessibility.

  • Use Web Content Management software to apply Web Content Accessibility Guidelines (WCAG) to all OFMB produced web content.

  • Use all available tools to make internal and external communications from OFMB accessible.

  • Special Projects.

  • Work with subject matter experts on assigned special projects.

  • Respond to special requests for reports and information in a timely fashion.

Work Environment:

  • This position is based at CDOT’s Headquarters located at 2829 W. Howard Pl, Denver, CO.

  • The expected work schedule is Monday through Friday, 20 to 40 hours per week.

  • Interns will agree to a hybrid remote/in-office work arrangement with their supervisor.

Minimum Qualifications

  • A student enrolled in an accredited college or university as an undergraduate or graduate student seeking a degree in public administration, finance, accounting, economics, political science, business administration or another field of study closely related to the duties of this position.   • A recent college graduate with a bachelor’s or master’s degree in public administration, finance, accounting, economics, political science, business administration or another field of study closely related to the duties of this position.
