The Member Content Strategy & Compliance Unit with the Policy, Communications & Administration Office (PCA) exists to create and manage content solutions for potential and active members of Health First Colorado and Child Health Plan Plus. The unit owns the full lifecycle of member communications on benefits and how to access care and services, including the Member Handbook and member correspondence across the Department. The unit oversees the creation, inventory, and compliance of all member correspondence subject to the Correspondence Improvement Act (25.5-4-212, C.R.S. or Senate Bill 17-121). The unit collaborates with teams across HCPF and partner organizations on implementation and quality control of official, benefits-related member correspondence and other member education materials.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

Description of Job

The PCA Office welcomes your interest in the Partner Communications & Compliance Specialist position. This is a new position created to address findings from the OSA audit on Client Correspondence in 2023 and lead improvements in member correspondence ongoing. This position is Staff Authority on Vendor and Partner Communication Compliance with 25.5-4-212, C.R.S. or Senate Bill 17-121, specifically tasked with addressing audit recommendation #2 requiring HCPF to develop policies and procedures to monitor vendor-created letters sent to members, create contract language to hold vendors accountable, establish and enforce consistent communication standards.

Responsibilities in this position include:

  • Manage the review, inventory, and compliance of partner-produced content for members, including vendors, RAEs, MCOs, CHP+ plans, counties, and community organizations.

  • Collaborate with teams across HCPF and partner organizations on inventory and quality control of official, benefits-related member correspondence and other member education materials subject to 25.5-4-212, C.R.S. or Senate Bill 17-121.

  • Establish internal processes for review of member-facing communications to proactively audit and track metrics of efficacy in coordination with external partners and HCPF staff.

  • Regularly engage with HCPF partners (RAEs, MCOs, CHP+ plans, counties, community organizations) to author and enforce contract language that holds partners accountable for compliance with HCPF member communications standards

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years of experience vendor or client management. Two of these years must include experience in healthcare policy, healthcare literacy and critical thinking skills

OR

Education and Experience:

A combination of related education in public or business administration, communications or related field. Two of these years must include experience in healthcare policy, healthcare literacy, health equity or relevant healthcare related field. The total of the education and experience is equal to seven (7) years

Preferred Qualifications:

  • Plain Language writing ability

  • Vendor/contract management

  • Salesforce CRM administration

  • Google Analytics

  • Experience working with Medicaid and CHP policies and programs

  • Prior state experience related to the duties of this position

CONDITIONS OF EMPLOYMENT

All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
