SALARY INFORMATION

$29.10 - $38.17 per hour.

DEFINITION:

Performs lifeguard and ocean rescue duties on an assigned section of ocean beach.

CLASSIFICATION STANDARDS:

Positions allocable to this journey-level class work under the administrative and technical supervision of an area officer and under the technical direction of an Ocean Lifeguard Specialist. Incumbents provide continuous surveillance from a station or tower or assist in patrolling an area of beach and adjacent ocean utilizing a four-wheel drive vehicle, observing for such things as violations of beach ordinances and rules, ocean hazards, and patrons who are potentially or already in need of rescue or assistance. Positions in this class exercise basic knowledge of first aid, Emergency Medical Responder (EMR), hazardous materials, swimming and lifesaving techniques, beach ordinances and rules, and ocean conditions such as tides, currents, ocean floor conditions, and wave actions and their effects in order to protect life, environment, and property in an assigned area of ocean beach. Incumbents must possess the physical strength, stamina, running, and swimming skills to execute rescues in any ocean water conditions.

Essential Job Functions

  • Conducts continuous surveillance of assigned beach and ocean for signs of swimmers in distress and potential hazards such as rip currents, high waves, and backwash.

  • Executes single and multiple rescues in all ocean water conditions using rescue cans or rescue boards; using department approved techniques, secures and swims victims back through the surf or releases them to a rescue boat.

  • Administers first aid to victims of near-drowning, heart attack, seizure, heat exhaustion, broken bones, lacerations, or other medical emergencies; releases seriously injured victims to senior lifeguards or paramedic personnel.

  • Opens lifeguard tower at beginning of shift, checking equipment such as rescue cans and rescue boards, radio, first aid box, resuscitators, oxygen, face mask; reports malfunctions, beach and water conditions and number patrons to area officer.

  • Enforces beach ordinances and rules prohibiting activities such as use of illegal flotation devices, boats too close to shore, and surfboards in swimming areas; reports other incidents such as: dogs on the beach, drinking alcoholic beverages, or fights to area supervisor.

  • Responds to questions from patrons regarding matters such as tide tables, weather conditions and forecasts, and ocean conditions.

  • Maintains log book by entering information regarding rescues, first aid rendered, and other unusual events; writes a narrative account of major incidents.

  • Engages in the physical fitness program established by the department in order to maintain sufficient capability to perform ocean lifesaving duties.

  • Drives vehicles in performance of routine and emergency duties as needed.

Requirements

SELECTION REQUIREMENTS:

Candidates must meetallof the following requirements in order to qualify:

  • Graduation from high school* or its equivalent

  • A valid 2024 Los Angeles County Ocean Lifeguard Training Certificate*

  • A valid Emergency Medical Responder (EMR) Certificate *

  • A valid California Class C Driver License (* and **) is required to perform job-related essential functions.

OTHER REQUIREMENTS:

Ability:

Positions assigned to this class must successfully complete the annual swim recertification program by swimming a minimum of 500 meters in the ocean within ten minutes.

Age:

At least 18 years of age.

Vision:

At least 20/30 in each eye without correction.

Hearing:

There may be no greater than a 25 dB loss in the better ear as averaged over the test frequencies of 500, 1000, 2000, and 3000 Hz. There may not be a peak loss at any of the test frequencies greater than:

30 dB at 500 Hz

30 dB at 1000 Hz

40 dB at 2000 Hz

40 dB at 3000 Hz

There may be no greater than a 35 dB loss in the worse ear as averaged over the test frequencies, and no peak loss greater than 45 dB at any of the test frequencies. In the case of a questionable, unusual, or borderline hearing loss, the applicant's record will be reviewed by the Occupational Health Service consultant in otolaryngology who will make a recommendation as to the applicant's employability and forward it to the Medical Director for final disposition.

PHYSICAL CLASS:

4 - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

SPECIAL REQUIREMENT INFORMATION:

*Applicant must attach legible copies of their high school diploma or its equivalent, valid California Driver License, valid 2024 Los Angeles County Ocean Lifeguard Training Certificate, and valid Emergency Medical Responder (EMR) Certificate to their application at the time of filing or withinfifteen (15) calendar daysof submitting your online application.

LICENSE INFORMATION:

**Candidates offered positions that require driving must show proof of a California Driver License before appointment and will be required to obtain a copy of their driving record from the California State Department of Motor Vehicles before being appointed. A copy of the driving record must be presented at the time of appointment. License must not be suspended, restricted, or revoked.An applicant whose driving record shows four (4) or more moving violations within the last two years will not be appointed.

EXAMINATION CONTENT:

The examination will consist of anevaluation of training based on application weighted100%.

The candidate's final score will be based on the final grade received from the Ocean Lifeguard Training Academy.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
