Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap.  

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as a Regional Program Advisor for the Global Programs and Women, Peace and Security Unit. This position will mainly support programs in the Western Hemisphere to include EMPoWER project in the region. This position will be responsible for assisting with training preparation and delivery, on-going partner country support, and the execution of regional workshops. In this position, the candidate will also work closely with ICITAP Headquarters staff to develop and implement a strategy for participant engagement and program sustainability in support of projects throughout the region and the EMPoWER program. This individual will also be expected to work closely with the Women’s Leadership Advisor in the Western Hemisphere Region.

JOB DUTIES AND RESPONSIBILITIES:

  • Promote networking opportunities, career development training, and the advancement of women in law enforcement while promoting U.S. counterterrorism efforts abroad.

  • Provide support to the Global Programs & Women, Peace, and Security HQ team and other staff members to include meeting with host country partners and Embassy staff as needed to socialize project goals and planned activities

  • Assess partner country’s existing capacity and infrastructure for gender-inclusive policing strategies.

  • Develop and implement curriculum for training on a variety of law enforcement topics, including recruitment, retention, performance standards and leadership;

  • Drafting after action reports, as well as monthly and quarterly reports to track progress of the project

  • Design and prepare training courses in Spanish and English

  • Instruct various training courses and conference sessions in Spanish and English as applicable

  • Contribute to the development of program activities and reporting on outcomes

  • Assist in the development of a strategic plan for each target country and engagement plan for program participants

  • Provide Spanish and English translation during verbal exchanges as needed

  • Provide occasional Spanish and English translation for written documents if needed

  • Conduct regular TDY travel to selected countries for the purpose of mentorship, evaluation, and assessment efforts.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Minimum of Bachelor’s degree from an accredited institution in international relations, law enforcement, justice studies, gender studies, public policy or related field; preferred Master’s degree.

  • Written and verbal fluency in English and Spanish;

  • Minimum ten to fifteen years’ experience in law enforcement, with preferred senior leadership rank.

  • Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations.

  • Knowledge and experience working with professional development networks in the law enforcement arena

  • Experience preferred in the Western Hemisphere Region; Focus countries include: Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Panama, Paraguay, Peru, and Trinidad and Tobago

  • Proven ability to exercise a high degree of professional judgement and diplomacy at all times.

  • Ability to work in a fast-paced environment with minimal guidance

  • Clearable: Position is advertised for Non-US Citizens and does not require US Government Clearance.

DESIRED QUALIFICATIONS:

  • Familiarity with foreign assistance projects and USG processes to include interagency agreements

  • Proficiency in Portuguese
