Summary There are (3) vacancies for the position of Biologist, GS- 0401-13 with the Branch of Environmental Review within the R9-Division of Environmental Review in Ecological Services Headquarters. The duty station for these positions is negotiable. If selected, you may be placed at a regional office, field office, current duty station, or other DOI-owned or -leased worksite at the discretion of management. Questions regarding placement should be reserved for the interview process. Responsibilities (2) DOI Bureau Liaisons, GS-0401-13: These positions will serve as national liaisons and coordinators to facilitate timely and efficient environmental reviews and authorizations by the National Park Service, the Bureau of Land Management, the Bureau of Ocean Energy Management, the Bureau of Reclamation, the Bureau of Safety and Environmental Enforcement, and/or the Office of Surface Mining Reclamation and Enforcement. The duties of these positions will include, but are not limited to: Building partnerships with Department of Interior (DOI) Bureaus and others to promote effective environmental reviews and the conservation of fish, wildlife, and plants and the ecosystems they depend upon. Providing scientific, technical, and program support to improve how the Service and DOI Bureaus work together on environmental review and authorization processes. Coordinating, facilitating, and/or conducting activities pursuant to section 7 of the Endangered Species Act (ESA) and / or other environmental laws. Coordinating with and providing technical assistance to Service Regional and Field Offices. Analyzing, interpreting, developing, and providing training on environmental review policies, procedures, or guidelines. Supporting the development of programmatic environmental documents and environmental data (1) BIL and IRA ESA Coordinator and ESA Section 7 Lead: This position will serve as a national coordinator and ESA section 7 lead to facilitate interagency coordination and the efficient and effective ESA section 7 consultation and conservation associated with the implementation of select BIL, IRA, and similar Federal agency programs. The initial primary focus be on programs that address legacy pollution (i.e., orphaned well site remediation and restoration) and that promote the deployment of electrical transmission to support clean energy, but will include work with additional Federal Agencies, partners, and BIL and IRA programs. The duties of this position will include, but are not limited to: Building partnerships with the DOI Orphaned Wells Program Office, the Department of Energy, and others to promote effective environmental reviews and the conservation of fish, wildlife, and plants and the ecosystems they depend upon. Providing scientific, technical, and program support to improve how the Service and DOI Orphaned Wells Program Office, the DOE, and others work together to meet ESA section 7(a)(1) and 7(a)(2) and other environmental review responsibilities associated with the implementation their BIL,IRA, and similar programs. Coordinating with and providing technical assistance to Service Regional and Field Offices. Analyzing, interpreting, developing, and providing training on environmental review policies, procedures, or guidelines. Supporting the development of programmatic environmental documents and environmental data. Requirements Conditions of Employment Qualifications Only experience and education obtained by 06/03/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification [GS-13] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Examples of experience include: (1) serving as a technical expert and providing guidance, training, and assistance on the implementation of the Endangered Species Act, National Environmental Policy Act, Fish and Wildlife Coordination Act, and/or other environmental laws and associated regulations and policies; (2) managing a high-volume of complex projects/assignments related to natural resource management; (3) preparing correspondence, briefing papers, technical reports, and other written communications on conservation, technical, or policy issues; (4) coordinating and leading diverse teams to develop actions plans and deliver projects related to fish and wildlife conservation; (5) collaborating with internal and external stakeholders to achieve fish and wildlife conservation objectives; (6) evaluating and developing collaborative conservation solutions for land and water development and other natural resource management challenges. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).Current appointees: Must have been hired under competitive examining procedures to a time limited appointment with a land management agency; Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND Must have performed at an acceptable level. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
