Background of the project

The International Rescue Committee (IRC), with funding from ECHO is implementing Community-based Anticipatory Action on Climate Change in urban areas; Yola North (Jambutu, Limawa, Rumde, and Yelwa) and Yola South (Bole Yoldapate, Makama A, Makama B, and Shagari low cost) LGA of Adamawa. The project is testing the use of anticipatory action as a method to reduce the vulnerability of urban communities in fragile and conflict-affected contexts to climate shocks by developing, testing, and generating evidence for an operational model of community-led asset-based early action to floods through the following activities.

  • Reduce the vulnerability of urban communities in fragile and conflict-affected contexts to flooding shocks by strengthening their capacity to manage an emergency and safeguard their assets through anticipatory action.

  • Design and test an operational model for community-led anticipatory action to flood risks in fragile and conflict-affected urban areas. This will directly benefit global disaster preparedness actors by generating a proven model for urban anticipatory action and reducing vulnerability in testing communities in Yola through anticipatory action.

Objective:To conduct flood simulation drill training for 4 test communities in Yola North (Jambutu and Limawa) and Yola South (Makama A and Bole Yoldapate) of Adamawa State- Northeastern Nigeria

Scope of work

  • The consultant is responsible for conducting one (1) day of theoretical training and two (2) days of practical training (3 days) for each of the 4 test communities (12 days in total) for a minimum of 50 participants on flood drills to enable the communities to be better equipped and prepared for floods.

  • He/she will produce 50 copies of flood drill guidelines and precautions during and after the training for each community (200 copies in total for each participant).

  • He/she will practically demonstrate how the communities can swim or navigate to a safe place during flooding to save their lives and the lives of their loved ones along the river Benue.

  • To onboard at least 50 participants from each community in batches to demonstrate how to navigate the waters during floods.

  • To educate the trainees on other safety essentials that are necessary but are not highlighted in this scope of work.

    Payment Rate and Schedule:

  • IRC will pay the consultant after the successful submission of the report and certificate of completion. 5%WHT will be deducted.

    Qualifications

    Requirements:

  • Prove of completion of post-primary education

  • Prove that similar training has been conducted in Nigeria or somewhere else in the Northeast.

  • At least five (5) years of experience conducting training on flood simulation drills.

  • Provide evidence of completing personal training or certification or receiving instruction on the same as part of the graduating requirement.
